Vashi resident Ashutosh Atray who was invited as International Jury at International Road safety Film Festival held by Laser International under aegis of UNESCO has bagged the award for Best Film on Road Safety ( Educational film category) for his film Papa…. Come Home Soon. His film was among 80 films which participated from 37 countries & shown during the festival. The award was given to Mr. Ashutosh Atray by Danial Lamy, Vice President of the Film festival organizing committee.
“It is a prestigious award  & a big honour for India” mentioned Mr. Atray after his return from Paris. The award was given to him in presence of numerous dignitaries, ministers Ambassadors , 400 strong delegates & French media at a glittering function held at main hall of UNESCO building , Paris.  The award will encourage more road safety professionals & corporate to develop interesting & meaningful film which will help to enhance road safety awareness amongst various sections of society.

During the festival Atray had opportunity of interacting with  various agencies like WHO, UN Economic Commission, French Transport Department & other delegates about  traffic management & road safety in Mumbai region.  Some of the points suggested by him are:

  1. The bus service should be improved with following steps:
    1. Quality of buses which are operated should be technically fit. It is observed that about 1 out of every 3 buses of the NMMT fleet is out of service which results in delayed schedule & harassment of the customers. A robust system should be developed to ensure that the quality of buses are maintained & buses are roadworthy. Concerned team should be given challenging targets to ensure presence of minimum number of road worthy buses on the road at any given time.
    2. Installation of GPS/ GPRS system in NMMT buses so that the commuters should be able to minimise the waste of time & also understand the exact arrival/ departure of the buses on a particular bus stop. In addition to this, the timings of buses can be managed more effectively. Partial cost can be mitigated thru revenue from advertisements & other sources.
    3. There should be AC/ Non AC shuttle bus service from Vashi to Chembur at regular interval which will increase connectivity of island city with Mumbai for onward journey.
  2. Parking should be regulated as most of the parking areas are not managed effectively. The government is getting poor income & majority of the parking areas such as sector -17 of Vashi are perennially occupied by goods vehicle parking. A robust & customer friendly parking policy should be developed & implemented which will increase the revenue as well as help effective parking thus decongesting the main roads to a large extent. A dynamic parking structure should be adopted for improving the income.
  3.  Navi Mumbai must have its own taxi service as commuting for a family or for business particularly in rainy season/ odd hours  in the Navi Mumbai is virtually not possible. Most    the Mumbai taxis which are available in Navi Mumbai are operating only from Navi Mumbai to  Mumbai.
  4. More share a rickshaw routes should be developed which will help limiting the movement of vehicles & rickshaws to a large extent.  Routes for Vashi Station to Sector -6, Nerul station to SIES etc should be developed in consultation with road commuters.
  5. Every educational institute must have a road safety cell to impart traffic education as the youngsters love to drive & are future drivers of the city & nation. If these future drivers are trained effectively on road safety & defensive driving technique, they will have better safety skills & minimise the road accidents. The road safety education should be imparted in the class 9 onwards till college level as every student is a road user in a way & such education will go a long way to improve the driving & road safety skills.
  6.  Traffic control devices should have dynamic timings so as to control the traffic depending on the traffic density. As present due to fixed timings, the traffic movement is adversely affected during peak hours in Navi Mumbai.
  7. Mistakes like Drunken driving & speeding should be curbed with the help to use of technology effectively. Breath analyser, speed guns & other devices should be used frequently by the authorities to check the erring drivers. It is high time since the demand for such technology is growing. The authorities should ensure that drivers are punished & their names should be highlighted on the website to deter other drivers to commit similar mistakes. . The speed guns should be used regularly to monitor the speed limits of vehicle driven on palm beach road & other roads.
By implementing these initiatives, the city will have better controlled, effective traffic & also the road accidents will reduce to a large extent.
